   In the article"an education in citizenship"the auther (name isn't mentioned)excerpted from Chicago Tribune that shows a new law which allows young people in the U.S. to pay as same amount of tuition fee as in-state resident did in illinois has been triggering lots of arguements. Many people embrace this new lawsuit since they assume the federal tax paid by their parents support the part of the university's budget while the other people claim this is depriving U.S. citizens' benefit. As for me, I disagree with this change and my reasons are in the following.

    First of all, as the definition of the word"in-state"shows , in-state rate is obviously for the people who are residents in that state. That is a part of benefits for being a citizen there as well as the reward they should have for constantly paying tax in that state. Otherwise those in-state residents are not being treated as a way it supposed to be. Most importantly, people who cross the state to another one for college education should be prepared to do whatever is demanded in that state. It is like a quote said "you dont pay,you dont play"if they think the college tuition rate is un affordable or too expensive,they can just choose to stay in their state, go to a college and pay lower in-state tuition fee. Nevertheless, Requesting for a lower tuition rate is legitimate. No doubt, nobody wants to be over charged for doing the same thing. However,the solution to those issues sometime is not as easy as some people think it could be.Here are some examples that can better explain why people sometime  are treatly differently. Lets say in new york. why people living in Mahattan mid-town have to pay outragiously higher price for everything such as food,clothes,apartment rent and even parking fee. The answer can simply be district. Again, why senior citizen can enjoy lots of financial aid that young people can't. It is because of the age. It is the same thing when we talk about why some students have to pay extra tuition fee.Its because they are not residents in that state, and neither they nor their parents ever contribute tax to that state.Therefor,allowing out-state students enjoy in-state benefit isn't a good way to go.

      Secondly, if that tuition rate change happens in Illinois,it may result in unifying the college tuition rate in the whole country, and that is going to be a big problem for the country. As far as I know, U.S. goverment has already contributed tons of moeny to college's expenses every year. Facility,equipment, professors'salary, students'loan and scholarship,etc. Those things are mostly supported by the goverments. Therefore, when the tuition rate gets unified,.which is same to say everyone in the U.S. enjoys the in-state college tuition rate, the goverment will probably cut off the cost of faculty'salary, equipments, and raise the tax accordingly and so on. As we can see , the results are so unexpetedly worse.So in order to prevent those unwanted results happening, this new state law should be abandon.

       In conclusion, I understand nobody wants to be charged extra fee for doing the same thing, but simply unifying the tuition fee will trigger more negtive aspects. I believe the U.S.goverment has been working very hard to try to find a solution.And most of the time, the fact is the solution is not as simple as people want it to be.
